If you look at the two graphs you can see that over the last 10 years the spending per person has increased 48%. According to the U.S. Department of Labor Bureau of Labor Statistics inflation calculator cumulative inflation for the last 10 years has been 28%. Therefore even correcting for population growth and inflation SPENDING HAS INCREASED TWICE AS MUCH AS EXPECTED.

Below you will see two graphs - one of Township spending over the past ten years (1994-2003) and the other of population growth. During that time spending has roughly DOUBLED. During roughly the same period of time the population of the Township increased from approximately 44,500 to approximately 55,600 residents - or about 20%.
